Strategic Planning Consulting Services

The issuing agency is seeking a qualified United States-based organization to provide comprehensive strategic planning consulting services. The agency needs to address organizational assessment, mission, vision, and core values alongside portfolio and asset management strategy. The selected partner will also focus on financial sustainability, operational efficiency, human capital, workforce development, governance, and leadership support. The scope of work covers resident and community engagement, compliance and regulatory readiness, technology, innovation, and the creation of strategic goals with an implementation plan. Bidders must demonstrate relevant experience, stakeholder engagement and facilitation skills, and deep knowledge of Department of Housing and Urban Development programs and regulations. The agency requires organizational development expertise, strong project management capacity, and qualified personnel to execute the work. The performance of all contract work will take place offsite. The agency is looking for budget proposals to define the cost of the one-year contract period.
