Growth Management, Intensification, Land Needs Projection and Assessment Project Service

The City is seeking a comprehensive, data-driven, and implementable growth management strategy that reflects its unique context, growth pressures, and long-term vision. This project will establish the technical basis for future land use planning, infrastructure coordination, and policy development. The strategy will support the upcoming official plan review by updating population, housing, and employment forecasts, determining land needs to a planning horizon of 2056, and developing a city-wide intensification strategy. Bidders must assemble a multi-disciplinary team with expertise in land use planning, growth management, economics, demographic forecasting, housing analysis, GIS mapping, and policy development. The scope of work covers the preparation of growth projections, housing needs assessments, employment forecasts, and a land needs assessment. The selected provider will perform all work offsite, utilizing growth management methodologies and applicable guidance related to land needs assessment and intensification planning. Eligibility is limited to onshore organizations based in Canada.
