Additionally, the agency requires a practical incident management plan detailing activation criteria, roles, decision aids, crisis communications strategies, workforce continuity plans, and supply chain risk mitigation. Bidders must perform all work offsite and must be located onshore within the United States. The agency will evaluate proposals based on the strength of the proposed co-development approach and the accompanying change management plan.
