The agency is seeking a qualified vendor to provide commercialization and offtake strategy waste diversion consulting services. This initiative supports a planned biochar facility by developing a commercialization and offtake strategy for biochar, mulch, compost, carbon credits, and other process by-products. The strategy must align with local government competitive procurement requirements. The scope of work covers conducting preliminary market analysis to inform product specifications, pricing expectations, and future commercial strategy. The selected vendor must also develop cost of goods sold models for biochar, compost, and mulch. All performance of the work will take place offsite. Eligible bidders must be located onshore within the United States. The contract period will run for a duration of one year.
