Employee Benefits Consultant Service

The government authority located in San Antonio, Texas is seeking an employee benefits consultant to provide strategic planning, administration, compliance, and actuarial services. The agency needs to solve challenges related to plan design, cost management, and regulatory compliance for its Flexible Benefits Program. The selected vendor will review and recommend value-added benefit plans, perform actuarial health plan valuations, conduct regular cost savings and claims variance analyses, and assist in preparing and evaluating requests for proposals for benefit plans. The scope of work covers strategic planning to balance employer and employee needs regarding choice, plan design, stop-loss, and cost sharing. The agency requires assistance with vendor management, including negotiating contractual services and pricing, creating carrier performance guarantees, and selecting stop-loss coverage. Additionally, the consultant must provide compliance support for GASB 74 and 75 valuations of Other Post Employment Benefits, calculate incurred but not reported reserve estimates, offer deferred compensation consulting, and assist with collective bargaining negotiations and rate setting. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to take place both onsite and offsite.
