Flood Protection Strategic and Advisory Services

The agency is seeking strategic, technical, and programmatic support to manage, coordinate, and review the work of an external consultant who is currently developing the agency's Flood Asset Management Plan. The selected partner will also assist in evaluating and developing a potential Low Impact Development program strategy. Additionally, the agency requires subject matter expertise and advisory services to support its broader flood protection mission, goals, and risk management issues. The scope of work covers supporting the development and implementation of flood protection plans, studies, and capital improvement programs. The chosen provider will assist with project scoping, prioritization, budgeting, and delivery strategies, while also offering project management support for flood-related initiatives. The agency also requires specialized expertise regarding federal and state flood-related policy and regulatory requirements. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of all work to occur offsite. Bidders may submit their proposals digitally via email or through an online portal, and the agency is currently open to receiving budget proposals for these services.
