Economic Development Master Plan Service

The government authority in West Palm Beach, Florida is seeking a qualified vendor to develop a comprehensive, data-driven, multi-year economic development master plan. The agency needs to evaluate its current economic landscape, industry trends, and opportunities to enhance the local quality of life. This initiative aims to solve the need for structured investment strategies, business attraction and retention tools, workforce development, land use planning, and infrastructure improvements. The scope of work requires the selected vendor to identify strategies for attracting, retaining, and expanding industries to create an innovative economic environment. The vendor must design and execute a strategic public outreach process to engage stakeholders, including residents, property owners, small business owners, industry experts, development entities, parents, and students. This engagement process must feature surveys, interviews, focus groups, open houses, roundtables, and quarterly outreach events for industry leaders, with documented feedback outcomes at various milestones. The agency also requires recommendations for workforce and talent development initiatives, land use and zoning improvements, and redevelopment or catalytic projects. The final deliverable must include an investment attraction and branding strategy, alongside an actionable implementation framework with measurable outcomes and project funding estimates. All work will be performed offsite, and eligibility is restricted to onshore USA organizations only. The agency is currently looking for proposals to establish the budget for this project.
