Street Outreach, Engagement and Detox Services

The agency is seeking a contractor to provide street outreach, engagement, and detoxification services for individuals experiencing homelessness. The project aims to solve the challenge of connecting vulnerable populations to critical housing resources and substance use treatment. The selected vendor will perform field-based outreach to build rapport and connect individuals to services, housing programs, and supportive housing opportunities. The scope of work also requires the contractor to assist clients with housing navigation, document readiness, and housing placement support. Additionally, the contractor must establish working relationships with detoxification and substance use treatment providers to facilitate timely client placement. These placements must include withdrawal management programs, medical detox services, residential treatment programs, and outpatient treatment services. Bidders must perform all work onsite and must be located onshore within the United States. The agency will award a contract for a performance period of one year. The agency is looking for budget proposals from bidders rather than providing a pre-determined budget signal. The agency requires attendance at a mandatory pre-bid meeting on June 29, 2026.
