The City of Rochester, New York, is seeking a qualified vendor to conduct a comprehensive public market access, mobility, and development study. The agency is trying to solve challenges related to multimodal access, safety, wayfinding, public transit usage, parking, and overall user experience for both customers and vendors. This study will investigate mixed-use development concepts for the market complex and provide clear guidance on updating policies, implementing new programming, and investing in capital improvements. The scope of work requires the development of a public participation plan, an existing conditions analysis, a needs assessment, and public engagement activities. The selected vendor must also deliver recommendations, a final report, and an implementation plan. The project covers all modes of transportation, including walking, biking, public transit, and personal vehicles, both within and around the market complex. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency requires the performance of all work to be conducted offsite.
