Fire Department Standards of Cover and Staffing Study Service

The City of Pearland, Texas, is seeking a qualified vendor to conduct a comprehensive fire department standards of cover and staffing study. The agency requires recommendations for an innovative and sustainable method to determine current and future fire department resource and staffing needs. This study will assist city government, city management, and fire department command staff in strategic planning and policy development for future initiatives. The scope of work requires the selected vendor to assess community fire and non-fire risk and define baseline emergency response performance standards. The project covers evaluating existing firehouse locations for optimal response and assessing the need for any future firehouse locations. Additionally, the vendor must review and redraw response districts and boundaries, identify the strengths and weaknesses of apparatus and staffing patterns, assess workload, determine optimal unit time allocation, and measure service delivery performance using recommended key performance indicators. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of all work to occur offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
