Emissions Inventory and Climate Action Plan Service

The Broward County government authority in Florida is seeking a vendor to provide emissions inventory and climate action plan services. The agency needs to identify, quantify, and report on greenhouse gas emissions from county-owned and county-controlled assets and activities. To address these environmental impacts, the agency requires the development of clear, achievable climate action goals, emission reduction targets, and a comprehensive implementation timeline. The scope of work covers the creation of a strategy for planning, communication, and engagement. The selected vendor must establish protocols for data entry, system use, and maintenance, including user guides and procedural documents. Additionally, the project requires finalizing system selection, assessing initial and ongoing costs, and identifying budget and staffing needs for system management. The agency requires the collection and analysis of energy consumption and emissions data from relevant departments based on a selected baseline year. This data collection covers building and facility emissions, landscaping and land maintenance at county-owned facilities and highways, and trash and recycled materials generated by county operations, potentially through a county government waste audit. Bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency will hold a pre-bid meeting on June 2, 2026.
