Solid Waste Outreach Service

The Seattle-based government authority is seeking a consultant to provide solid waste outreach services to local schools. The agency needs to establish programs that teach and create lasting waste prevention and diversion behaviors in kindergarten through twelfth-grade students and staff, while also improving waste processes at school facilities. To solve this issue, the selected consultant will develop a stakeholder plan to identify potential partners and coordinate activities that increase the diversion of materials from garbage to recycling and composting. The scope of work covers project planning, project management, program tracking, technical assistance, and education programs. The consultant must design and implement project-based activities, establish systems to measure progress, manage timelines, and provide annual plan updates. Additionally, the agency requires the development of systems to track sites receiving educational programming, alongside the delivery of solid waste technical assistance for waste prevention, diversion, and reuse. Education programs must include classroom-based, project-based, and out-of-school programming for school-age youth. Only organizations based in the United States are eligible to bid on this opportunity. The selected partner will perform all work offsite. The agency has established a maximum budget of 450,000 USD for this project. The resulting contract will span a performance period of three years. The agency will host a non-mandatory pre-bid meeting on June 2, 2026, to discuss the project requirements. Bidders must submit all questions regarding the solicitation no later than June 5, 2026.
