Economic Gateway Indigenous Relations Consultant Services

The City of Edmonton and Strathcona County are seeking a consultant to provide Indigenous relations services for the Economic Gateway project. The partner municipalities need to assess and mitigate potential Indigenous-related risks, including reputational, legal, development, financial, and funding risks. The selected consultant will support Indigenous economic participation through supplier engagement, partnerships, employment, training, and community benefit considerations. The scope of work covers the development of an engagement and consultation plan aligned with the cities' and the county's Indigenous policies and best practices. The consultant will coordinate and support activities within the approved plan and assist with external reporting requirements for other orders of government and the public. Ongoing strategic advisory support, communications guidance, relationship support, and issue management are required as the Gateway progresses from initiation toward business operations. Only organizations based onshore in Canada are eligible to bid on this opportunity. The selected vendor will perform all work offsite over a contract period of two years. The purchasing agencies have not disclosed a specific budget and are looking for pricing proposals from bidders. All clarification questions regarding this procurement must be submitted no later than June 16, 2026.
