Comprehensive Street Outreach Services

The agency is seeking a vendor to provide comprehensive street outreach services targeted at assisting individuals experiencing unsheltered homelessness. This program must balance making initial contacts with maintaining an ongoing caseload of individuals receiving intensive, housing-focused case management. The selected provider must facilitate a holistic array of wraparound services, offering a variety of solutions and pathways to permanent housing, including housing navigation and clinical supports. The scope of work requires operating a flexible staffing model to conduct outreach during early mornings, business hours, evenings, and weekends, alongside mechanisms to receive after-hours contacts. Funding is strictly reserved for new, innovative, and sustainable programming and cannot be used for general agency operations, except for overhead required to support this specific program. The agency is contracting these services for a one-year period, and the performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for budget proposals to determine the cost of the program.
