Community-Based Doula Program Services

The Contra Costa County government authority located in Concord, California, is seeking a vendor to provide community-based doula program services. The agency is attempting to reach and support eligible program participants through targeted outreach and community integration. The selected provider will manage quarterly meetings with the Community Advisory Board membership to ensure program alignment and oversight. The scope of work requires the provider to conduct outreach to four hundred eligible program participants annually. This outreach must target mothers enrolled in the Black Infant Health program and other home visiting programs, as well as healthcare providers at clinics and hospitals. The agency requires active outreach at known spaces and events where Black women congregate, including schools, beauty shops, churches, and shopping centers. The provider must coordinate and schedule the type and frequency of both traditional and nontraditional outreach events. The agency limits eligibility to onshore organizations based in the United States of America. The provider will perform all contract work offsite. The agency is seeking proposals to determine the budget and has established a contract period of three years. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
