Strategic Plan Services

The issuing agency is seeking a vendor to provide comprehensive strategic plan services over a one-year contract period. The agency needs to develop an agency-wide 2028-2032 Strategic Plan to guide its future direction. Additionally, the project requires evaluating the current 2023-2027 state Library Services and Technology Act (LSTA) five-year plan and developing a new 2028-2032 state LSTA five-year plan that complements the broader Strategic Plan. The scope of work demands an engagement plan detailing the facilitation approach, stakeholder engagement strategy, decision-making framework, and specific tools or models. The selected vendor must gather input using methods such as interviews, surveys, focus groups, listening sessions, town halls, or virtual engagements. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit their proposals digitally via email or through an online portal. The agency is looking for budget proposals within the submissions, and all clarifying questions must be submitted no later than June 8, 2026.
