Strategic Planning Consultant Services

The issuing agency is seeking a strategic planning consultant to develop an integrated, enterprise-level strategic plan that will guide policy, investment, and organizational decision-making for its board and operating entities. This plan must align strategic and operational priorities across aeronautical and non-aeronautical assets, while rationalizing the real estate portfolio of each entity. The agency intends to use this plan as a management tool to support internal and external decision-making over a three-year planning horizon that remains compatible with the current airport layout plan and master plans. The scope of work requires strengthening financial sustainability and diversification, as well as producing a practical, implementation-oriented roadmap that identifies required fiscal assets. The selected consultant must evaluate the agency's organizational structure and staffing needs, enhance transparency and communication with stakeholders, and facilitate leadership workshops and staff engagement sessions. Additionally, the project covers a systemwide assessment, strategic alignment recommendations, and a review of governance, leasing strategy, and financial performance. The consultant must also address market positioning, development strategy, and the identification of sector targets. Eligible bidders must be onshore USA organizations. The agency requires the performance of all work to be conducted offsite. Bidders may submit their responses digitally via email or through an online portal. The agency has not disclosed a specific budget and is looking for proposals to define the cost. A mandatory pre-bid meeting is scheduled for June 4, 2026.
