Yard Master Plan Service

The City of Visalia, California is seeking a qualified vendor to provide yard master plan services for its corporation yard facilities. The agency requires a comprehensive facility assessment and a long-term facility master plan to evaluate existing conditions and assess current and future operational space needs. The final deliverable must provide a phased, cost-feasible implementation strategy to guide future planning, capital investment, and financial decisions. The scope of work covers a detailed facility assessment evaluating structural integrity, accessibility compliance, mechanical and electrical systems, fire and life safety, security, and technology infrastructure. The selected vendor must also conduct a space utilization analysis of offices, shops, interior storage, exterior parking, fueling operations, and exterior material and equipment storage to optimize operational efficiency. Additionally, the project requires stakeholder engagement for a needs assessment, the development of conceptual designs and layouts focusing on sustainability, and the creation of conceptual cost estimates. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently open to receiving budget proposals within the submissions. The agency has scheduled a pre-bid meeting for June 4, 2026. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
