Government Relations Consulting Services

The Baltimore County Public Library is seeking a vendor to provide comprehensive government relations consulting services to guide its relationships at the state level. The agency needs to solve the challenge of navigating complex legislative processes and ensuring its interests are represented across federal, state, and local levels. The selected partner will monitor legislative issues, track and draft bills, conduct policy research, write testimony, and lobby legislators on key issues to facilitate the adoption of legislation. The scope of work also covers guiding agency leadership through the state legislative process and developing strategic communications, public relations, and key messaging for legislators, advocates, and stakeholders. Bidders must submit a structured narrative of the proposed work plan, background information on the firm's qualifications, explanation of notable past performance, and resumes of key personnel responsible for the work. The agency requires all contract performance to take place onsite within the United States. The agency is looking for proposals to determine the budget for this initiative. The contract period will span one year from the date of award.
