Downtown Transit Revitalization Investment District Project Pipeline Services

A government authority in Pennsylvania is seeking vendor services to advance planning and implementation activities for a proposed Fund and Downtown Transit Revitalization Investment District. The scope of work requires engaging with developers, development teams, property owners, and other stakeholders regarding projects that advance office conversion, deliver new housing, and activate vacant or underutilized ground-floor retail space. These targeted projects may currently span the planning, predevelopment, financing, or implementation stages. Additionally, the vendor must assess and report on current retail storefront conditions, commercial vacancy, and activation opportunities within the designated district area. Eligible bidders must be onshore organizations based in the United States. The authority requires all performance of the work to occur offsite. The agency is looking for budget proposals from bidders rather than providing a pre-determined budget limit. Bidders must submit all questions regarding this opportunity no later than June 22, 2026.
