Community Based Action Planning Services

The government authority located in Stone Mountain, Georgia is seeking a neutral, third-party vendor with no organizational ties to provide community-based action planning services. The agency needs to address systemic challenges of overcrowding, under-enrollment, and program placement through impartial facilitation of broad-based collaborations. The chosen partner must plan and lead engagement efforts across diverse geographic clusters, ensuring that every voice, particularly underrepresented voices, has an opportunity to be heard. The scope of work requires the development of a tailored community engagement plan for each cluster that ensures broad, equitable, and multilingual participation. The selected provider must manage multiple coordinated efforts, build community understanding of the boundary review process, and increase transparency and trust between the district and the communities it serves. The project covers compiling, analyzing, synthesizing, and submitting detailed documentation and written summary reports of stakeholder input to the Superintendent and the Board of Education. Bidders must provide all labor, materials, tools, trained personnel, insurance, travel, per diem, administrative costs, overhead, and other charges necessary to perform the work offsite. Eligibility is restricted to onshore organizations based in the United States. The agency requires adherence to all current Board policies and regulations, and bidders must submit proposals detailing their pricing as the agency is looking for proposals to establish the budget. The agency has scheduled a pre-bid meeting for June 4, 2026. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
