Water System Infrastructure Programs Strategic Planning Service - Budget - Up to 8,000,000 USD

The agency is seeking a vendor to provide water system infrastructure programs strategic planning services. This initiative aims to secure guidance and support on strategic planning goals, as well as advisory assistance during the regulatory, planning, design, construction, post-construction, and operations and maintenance phases. The selected partner will offer expert advice on all facets of the water system infrastructure programs and prepare strategic plans, technical memoranda, maps, presentations, reports, and other requested documentation. The scope of work includes assisting the agency with reviewing, evaluating, and drafting responses to correspondences, orders, and inquiries from regulatory agencies, elected officials, and community organizations. The vendor must develop system mapping tools to identify interdependencies and navigate the regional water policy landscape, including social and political factors. Additionally, the agency requires assistance with research, evaluating potential interagency partnership agreements, and identifying and acquiring real estate suitable for future infrastructure projects. The project also covers evaluating conveyance routing studies, environmental planning documentation, and program management initiation documents, alongside conducting siting evaluations for facilities. The vendor will develop engineering reports, operations and monitoring plans, and technical, managerial, and financial demonstrations. All work under this five-year contract must be performed offsite. Eligibility is restricted to onshore organizations based in the United States. The agency has established a budget of up to 8,000,000 USD for this contract. Key dates include a pre-bid meeting on May 26, 2026, a deadline for submitting questions by June 8, 2026, and a final proposal deadline on July 7, 2026.
