The district is seeking government affairs and legislative strategy services to advocate for the resources and policy environments necessary for students to meet the profile of a graduate. The selected partner will streamline processes to increase operational efficiency and advocate for student-centered resources that directly support both educators and learners. This initiative requires strategic intelligence, political analysis, legislative strategy, tactical execution, advocacy, access, relationship management, and communications positioning. The scope of work covers providing real-time intelligence, mapping key influencers, and advising on legislative strategy and timing based on the current political climate. The chosen provider will support the district in refining its legislative agenda, tracking pre-filed bills, and providing whip counts and vote forecasting for priority legislation. Additionally, the project requires securing direct access to key decision-makers, conducting behind-the-scenes negotiations, building coalitions with non-traditional allies, and reinforcing district messaging with legislators. Eligible bidders must be onshore organizations based solely in the United States. The performance of all requested work will take place offsite. The district is issuing this opportunity to gather proposals and has not disclosed a specific budget. The contract period will span four years.
