Third-Party Operation and Management Service

The Carlsbad, New Mexico government authority is seeking a third-party operator to manage and operate a licensed child care center serving local children and families. The selected partner will assume responsibility for all aspects of program operation, including curriculum, enrollment, family billing, and family engagement. The scope of work also encompasses business operations, staffing, program administration, health and safety, insurance, grant writing, and compliance and reporting. The operator must handle child care assistance, universal child care participation, and all cleaning and sanitation related to child care operations unless otherwise agreed in writing. Eligible bidders must be onshore organizations based in the United States. The agency permits the performance of the work to be conducted offsite, and bidders may submit their proposals digitally via email or online. The agency is currently looking for proposals to establish the budget for this service. Bidders must submit all questions regarding this opportunity no later than May 27, 2026.
