Governmental Lobbying Consulting Services

The Wayne County government authority in Michigan is seeking a vendor to provide comprehensive governmental consulting and lobbying services. The agency needs to secure advocacy services, strategy and issue consultation, issue management, and budget and appropriations advocacy. The selected partner will also identify economic development opportunities and resources to help achieve the county's strategic goals and objectives. The scope of work requires the vendor to monitor legislative and regulatory activity while providing accessibility to government policymakers. The agency expects the vendor to draft or amend relevant legislative proposals, orchestrate and present testimony, and draft letters and talking points on legislation as necessary. All performance of the contract will occur offsite over a five-year contract period. The agency is limiting eligibility to onshore organizations based in the United States. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency will host a pre-bid meeting on May 28, 2026, to discuss the opportunity.
