General Plan Update Service

The City of Buckeye, Arizona is seeking a vendor to provide a comprehensive General Plan update. This project addresses the municipality's need to define its vision, goals, and policies across multiple critical elements, including land use, parks and open space, water and wastewater, public safety, economic development, transportation, and sustainability. The required scope of work encompasses public engagement and coordination, an analysis of existing conditions, the creation of a land use plan, plan development, and draft plan reviews and revisions. The agency limits eligibility for this opportunity to onshore organizations based in the United States. The selected vendor will perform all work offsite. The agency has not disclosed a set budget and is looking for cost proposals from interested parties. The agency will host a pre-bid meeting on May 28, 2026. Bidders must submit all questions regarding the solicitation no later than June 11, 2026.
