Qatar - Strategic Partnership Initiative Service

The United States Department of State is seeking a strategic partnership initiative service to enhance diplomatic, educational, economic, and security ties between the United States and Qatar. The agency aims to advance U.S. strategic interests by fostering a Strategic Economic and Technology Partnership that emphasizes open information, free inquiry, and innovation. This initiative must demonstrate how open information flows, free inquiry, and rule-based governance establish the United States as the superior partner for innovation, technology development, and security cooperation. The scope of work requires expanding opportunities for U.S. exports, investment, and commercial partnerships, with a specific focus on artificial intelligence, energy, advanced manufacturing, and critical infrastructure. The selected partner will perform all work offsite. Eligibility is strictly limited to onshore organizations based in Qatar.
