Legal and Regulatory Support Service

The government authority located in Washington, DC is seeking legal and regulatory support services to foster compliance and secure legislative passage. The agency needs to develop outreach strategies to the private sector, compliance guidance materials, and public-private dialogue forums. Additionally, the project requires facilitating interministerial working groups to develop practical tools such as licensing application forms, control list guidance documents, risk assessment matrices, and case management systems. The selected partner must draft supporting materials including explanatory notes, policy briefs, and talking points to help government champions advocate for the passage of the law. The agency also requires facilitation of high-level advocacy to secure political commitment, which involves working closely with the Council of Ministers and National Assembly to address concerns, build consensus, and maintain momentum. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of the work to take place offsite. Regarding the budget, the agency is currently looking for proposals to determine the cost of the services.
