Historic Preservation Plan Service

The City of Omaha Planning Department is seeking a consultant to create a new historic preservation plan to guide the city's preservation efforts for the next 20 years. The agency needs to establish priorities for survey and evaluation, outline methods for implementing the preservation program, and set forth policies and strategies for future action. To address these needs, the selected consultant must evaluate the current status of historic preservation and review existing policies, including the historic preservation ordinance, zoning ordinance, and community development policies. The scope of work requires the consultant to design and implement a model for community engagement in cooperation with the Omaha Planning Department’s long-range planning team, as well as evaluate the results of this engagement. The project covers the establishment of goals, policies, and recommendations across several areas, including survey and evaluation, community growth and development, program and administration, education and outreach, and implementation. All performance of the work will occur offsite. Eligible bidders must be onshore organizations based in the United States.
