Research and Evaluation Services

The government authority located in Philadelphia, Pennsylvania is seeking professional research and evaluation services to support data-informed decision-making and its strategic plan. The agency needs to obtain timely, equitable, and actionable insights to strengthen its outreach, communications, and overall performance. The selected partner will address these needs by delivering flexible, task-based research and rapid-response research for emerging issues. The scope of work covers the development of research plans and the design and implementation of quantitative and qualitative methods. Requested activities include data collection via digital, phone, mail, and in-person channels, as well as literature reviews and research summaries. The agency also requires the facilitation and management of interviews, focus groups, comprehensive surveys, pulse surveys, observational or user surveys, point of service surveys, and A/B communication testing. Additional requirements include data management and analysis, equity-informed research approaches, reporting, presentations, and data visualization. The agency is also requesting program and communication evaluation, usability testing, and the evaluation of messaging, communication channels, and outreach and engagement materials. All performance of the work will take place offsite. Eligible bidders must be onshore USA organizations only. The agency is looking for proposals to determine the budget for this project.
