Mortgage Reduction Assistance Services

The Dane County Urban County Consortium in Madison, Wisconsin is seeking a vendor to operate a mortgage reduction assistance program. The agency is trying to promote homeownership opportunities for low- and moderate-income residents within the county consortium. This initiative aims to benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, and meet an urgent community need for which other resources are not available. The scope of work requires the selected vendor to market the program and conduct initial pre-screening, intake, and income eligibility determinations of applicants. The vendor must provide the county with the addresses of each household requesting assistance so the agency can conduct environmental reviews. No work may begin on any home until the county issues a specific notice to proceed for that property. The selected vendor must also assure that prospective homebuyers complete an approved homebuyer education course, conduct the required underwriting, and document the eligibility of the properties receiving assistance. The agency is funding this program through the HUD-funded Community Development Block Grant program. Only onshore organizations based in the United States are eligible to apply, and the performance of the work will take place offsite. The agency is looking for budget proposals to determine the cost of these services. Bidders must submit all questions regarding this opportunity no later than May 29, 2026.
