Government Relations and Strategic Support Services

The College is seeking a vendor to provide government relations and strategic support services for the financing of a major infrastructure project. The institution needs to solve the challenge of securing and structuring complex funding by developing an integrated government financing strategy and identifying potential private partners. The requested scope of work covers strategic analysis of funding opportunities, development of a tailored government relations approach, and strategic monitoring related to infrastructure financing. The selected partner will prepare meetings, presentations, and briefing documents, while supporting the structuring of the project by functional components. The work also requires drafting, revising, and adapting submission documents, alongside making strategic representations in both French and English. Additionally, the service provider must conduct continuous monitoring, ensure accountability, make strategic adjustments, and mobilize private partners for complementary funding strategies like corporate partnerships, sponsorships, or philanthropic contributions. Eligibility is strictly limited to onshore organizations based in Canada. The performance of the work can take place either onsite or offsite, and the buyer is accepting digital proposal submissions via email or online. The agency has not disclosed a set budget and is looking for proposals to determine the financial framework.
