Community Climate Action Strategy Service

The agency is seeking a consultant to provide a community climate action strategy service to meet its community Climate Action Plan goals. The selected vendor will audit potential mechanisms for action as well as the fiscal and strategic partnership instruments available to the agency. Additionally, the project requires the creation of an implementation roadmap with an associated cost-benefit analysis. The scope of work includes developing a list of recommendations to maximize investment in emissions reduction and associated co-benefits. These co-benefits span public safety, the social cost of carbon, long-term utility savings for residents, improved building stock driving technological advancements, greater visibility, marketplace leadership, and infrastructure investment. The consultant must also identify alternative funding mechanisms for climate initiatives, including potential fees, grants, or ballot measures. Eligible bidders must be onshore USA organizations. The agency allows the performance of the work to be completed offsite. Bidders may submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget. All questions regarding this opportunity must be submitted no later than June 20, 2026.
