Recruitment and Retention Services

The Region IX Education Cooperative in Ruidoso, New Mexico, is seeking a vendor to provide comprehensive recruitment and retention services to scale the educator pipeline and strengthen institutional ecosystems. The agency is trying to solve teacher shortage challenges by recruiting high school juniors and seniors, lower-division college students, and community college candidates into accredited educator preparation programs. This initiative aims to facilitate a seamless transition for these candidates from recruitment through to full teacher licensure. The scope of work covers delivering specialized professional development, ensuring data-driven accountability, and targeting enrollment through strategic geographic reach. The selected vendor must engage with Career Technical Service Organizations, focus on high-needs specialization, and maintain high training completion rates. Additional requirements include regular reporting and communication, managing staffing and logistics, and conducting program evaluations. Eligible bidders must be onshore organizations based solely in the United States. The agency requires all performance of the work to be conducted offsite. Bidders must submit their own budget proposals as the agency is looking for cost proposals to determine the financial framework. The agency will evaluate proposals based on the vendor's ability to meet the specified recruitment, retention, and professional development criteria.
