The government authority located in Groton, Connecticut is seeking a highly respected executive search firm with robust higher education expertise and a nationally proven track record of tailored client support. The agency needs to place deans at accredited academic institutions to ensure strong leadership. This initiative aims to solve the challenge of identifying and recruiting top-tier academic leaders through a structured, professional search process. The scope of work covers planning, market outreach, candidate communication, candidate screening and appointment, and selectee follow-up. The selected firm must conduct all planning meetings virtually, perform an institutional needs analysis, and develop a personalized communication plan and search timeline. Additionally, the firm must identify critical leadership competencies and propose and implement a targeted recruitment strategy. All work will be performed offsite. This procurement is a Total Small Business Set-Aside under FAR 19.5, and eligibility is restricted to onshore USA organizations only. The agency is looking for proposals to determine the budget and cost structure for these services. Bidders must submit all questions no later than June 8, 2026.
