Human Capital Solution

The agency is seeking a human capital solution to establish a pre-qualified pool of executive search firms that can provide comprehensive recruitment services for participating member institutions on an as-needed basis. The targeted executive roles include presidents, chancellors, provosts, chief academic officers, chief financial officers, chief information officers, chief human resources officers, advancement, enrollment, student affairs executives, deans, and senior administrative leaders. The required scope of recruitment services spans discovery and position development, recruitment strategy and outreach, candidate screening and evaluation, finalist presentation and selection support, and offer and transition support. Beyond executive search, the agency requires access to scalable, secure, and compliant payroll processing, tax administration, benefits management, time and attendance, recruitment, onboarding, HR administration, reporting, screening, testing, training, and related managed HR services. The resulting contract will serve public and private members as well as other eligible entities, covering temporary and permanent staffing, managed solutions, and professional services. The performance of the work will take place both onsite and offsite depending on the specific institutional needs. Eligible bidders must be onshore organizations based solely in the United States. The agency is looking for proposals to determine the budget and financial structure of the contract.
