Executive Search Services

The Norfolk, Virginia government authority is seeking a vendor to provide executive search services to identify and recruit a new executive director. The agency needs to plan and execute a national recruitment effort to find qualified candidates for this leadership role. The selected provider will coordinate closely with the interim executive director, the human resources director, and legal counsel to manage the recruitment process. The scope of work requires the provider to prepare recruitment materials, advertise the position, network with industry contacts, solicit interest, and manage applicant communications. Additionally, the provider must review applications, conduct background checks, verify employment and education, check references, and review applicants' social media and public internet presence. The final phase of the scope involves working with the executive search committee and agency staff to narrow the applicant pool to a maximum of fifteen highly suitable candidates. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all contracted work to take place offsite. The authority is currently looking for budget proposals to determine the cost of these services. All questions regarding this opportunity must be submitted to the agency no later than June 5, 2026.
