Hearing Officer and Arbitrator for Mobile Home Land Rent Control Services

The City of Camarillo, California, is seeking an independent and neutral hearing officer and arbitrator to manage mobile home land rent control services. The selected consultant will conduct hearings, receive and evaluate evidence, establish hearing procedures, and issue final written decisions regarding proposed rent increases and related petitions. The agency requires these services to ensure impartial decision-making in accordance with Chapter 10.55 of the local ordinance and applicable California law. The scope of work requires the consultant to independently manage quasi-judicial proceedings and draft clear, well-reasoned written decisions suitable for judicial review. The consultant must evaluate complex financial data, including operating expenses, income, capital expenditures, and fair return or Net Operating Income analyses. All work will be performed offsite, and the consultant must not act as an agent, employee, advocate, or legal representative for any party, including the City. Eligible bidders must be United States organizations possessing at least three years of experience serving as a hearing officer, arbitrator, administrative law judge, or quasi-judicial decision-maker in public agency proceedings. Bidders must demonstrate experience conducting evidentiary hearings involving financial analysis, rent review, or housing regulation, alongside knowledge of administrative hearing procedures, due process, and California housing law. Additionally, bidders must have no current financial, ownership, or contractual interest in any mobile home park or entity that would present a conflict of interest.
