Employee’s Pension and Retirement System Services

The City of Lakeland, Florida, is seeking a qualified legal service provider to deliver ongoing advice and counsel regarding its employee pension and retirement system. The agency requires legal support to navigate pension-related Florida Statutes, employee benefits matters, and proposed legislation or regulations affecting the administration of its defined benefit plan. This initiative aims to ensure the legally sound administration of the retirement system and the proper management of its funds. The scope of work covers preparing vendor contracts, drafting memoranda of advice on legal issues, and producing administrative findings and conclusions for matters before the agency. The selected attorney must attend designated Board meetings, review administrative records, and prepare appropriate findings and rulings for administrative proceedings. Additionally, the service provider will represent the agency in all administrative and judicial proceedings involving the plan and review legal issues related to the plan's actuarial studies. Eligible bidders must be onshore organizations based in the United States. The designated professional must perform all work onsite in Lakeland, Florida. The agency will establish a contract period spanning five years. The agency is currently looking for proposals and has not disclosed a specific budget.
