Courts, Justice Facilities Planning and Feasibility Study Service

The City of San Angelo, Texas, is seeking a qualified vendor to conduct a comprehensive courts and justice facilities planning and feasibility study. The local government authority needs to address operational constraints, space deficiencies, and structural viability across several key municipal properties. This initiative aims to optimize space utilization and plan for future growth within the local justice system. The scope of work requires a thorough evaluation of existing facilities, including the current courthouse, the Court Street Annex, the Justice Center, and an existing vacated jail slated for demolition assessment. The selected vendor must document current space usage and conduct stakeholder interviews with the judiciary, the Sheriff’s Office, district and county clerks, district and county attorneys, and information technology and facilities staff. Additionally, the project involves developing a detailed space needs assessment, identifying functional relationships, and projecting future space requirements. The agency also requires court facility planning and concept development, which includes proposing conceptual site options, preparing preliminary layouts, and evaluating parking demand for an attached parking structure. The vendor must assess the feasibility of reusing or renovating nearby vacant or underutilized buildings, including evaluating their structural systems and code compliance. The contract period for this offsite project will span one year. Eligibility is restricted to onshore vendors located within the United States. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit.
