General Legal Counsel and Ethics Board Counsel Services

Sandoval County, New Mexico, requires comprehensive legal services divided into two primary roles of General Legal Counsel and Ethics Board Counsel. The County Attorney will direct the general legal providers to manage litigation, conduct internal investigations, and provide regular briefings and reporting to County officials. Simultaneously, the Ethics Board requires a dedicated representative to serve as the Contract Compliance Officer to advise on the merits of ethics complaints, oversee administrative proceedings, and ensure strict adherence to the Open Meetings Act and local ordinances. The scope of work covers legal services on matters directed by the County Attorney, including legal representation of the County before state and federal courts, state agencies, and other governmental entities. The selected provider will assist with mediation, arbitration, and litigation involving the County, as well as provide Hearing Officer services. Additionally, the provider must brief County officials, employees, legal counsel, and consultants when directed by the County Attorney. Eligibility is restricted to onshore organizations based in the United States. The designated provider must perform all work offsite at their own office location. The agency is currently looking for proposals to determine the budget for these services. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
