Housing Solicitor Service

The Pittsburgh Commission on Human Relations requires a vendor to provide housing solicitor services to support its fair housing operations. The agency needs legal representation for individuals who have filed housing discrimination complaints and received a finding of probable cause. Additionally, the selected vendor must attend commission meetings, provide legal guidance on fair housing issues, draft responses to motions, and perform necessary paralegal work. The scope of work also includes representing the commission in appeals of fair housing matters and seeking injunctive relief when required. The vendor will review and draft amendments to the City Code, as well as the commission's rules, regulations, and policies regarding fair housing. All contracted work will be performed offsite. Only organizations based in the United States are eligible to bid on this opportunity. The agency is currently looking for proposals to determine the budget for these services. Bidders may submit their responses digitally via email or through an online portal. The agency has scheduled a non-mandatory pre-bid meeting for June 3, 2026.
