The City of Huntington Park, California, is seeking a qualified legal firm to provide full-service municipal legal counsel. The agency needs a partner to deliver general counsel and governance services, which includes drafting and reviewing ordinances, resolutions, municipal code, and legislative support. This partner will advise the city council, city manager, city departments, commissions, committees, officials, and staff on all legal matters pertaining to city affairs. The scope of work requires the legal counsel to provide practical advice that identifies risk, explains available options, and supports the lawful implementation of city policy decisions. The selected firm must attend closed sessions, prepare or review closed-session materials, and advise on confidentiality, report-out obligations, and related governance issues. Additionally, the agency requires guidance on municipal authority, state and federal pre-emption, constitutional issues, statutory interpretation, local regulatory authority, conflicts of interest, due process, and risk management. The agency expects the legal counsel to assist in developing legally defensible procedures, policies, forms, templates, and internal review processes, while also participating in meetings and agenda reviews. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of the work to be conducted offsite, and bidders must submit their proposals digitally via email or online. The agency is currently looking for proposals to establish the budget for these services. All questions regarding this procurement must be submitted no later than May 26, 2026.
