Administrative Citations Hearing Officers Service

Ramsey County in St. Paul, Minnesota is seeking a vendor to provide administrative citations hearing officers to conduct hearings on the merits of administrative citations issued by the county. When a citation recipient requests a hearing, the assigned hearing officer must schedule and conduct the hearing on a date between eleven and twenty business days after assignment. The hearing officer must record the audio of the hearing as an official record in a common format such as .wav or .mp4. The scope of work requires the hearing officer to send citation materials provided by the county to the recipient at the earliest opportunity, and no later than three business days before the scheduled hearing. Hearing officers may host the hearing or request that the county host it, utilizing either an in-person or virtual format. During the proceedings, the hearing officer must receive testimony and exhibits, applying probative value standards rather than strict rules of evidence. Eligible bidders must be onshore organizations based in the United States. The performance of the contract work will take place offsite. The county is currently looking for proposals to determine the budget for these services. Bidders must submit all questions regarding this opportunity no later than May 28, 2026.
