The Memphis Housing Authority in Memphis, Tennessee, is seeking professional legal services to support various redevelopment initiatives administered by the agency. The agency needs to ensure all redevelopment activities comply with federal, state, and local policies and regulations. To solve this, the selected legal partner will provide sound, realistic, and defendable legal options and recommendations to achieve the agency's redevelopment goals. The scope of work requires the provider to draft documents necessary to delineate and formalize the roles of the agency, its development partners, program managers, the city, and other key development partners. The provider must also ensure that the development agreement and related legal documents meet agency requirements for mixed-finance and tax credit projects. Performance of the work will take place offsite over a contract period of two years. Eligibility is restricted to onshore USA organizations only. The agency is looking for budget proposals from bidders rather than providing a pre-determined budget signal. All questions regarding this opportunity must be submitted no later than June 3, 2026.
