Transit Study Service

The Santa Barbara County Association of Governments is seeking a vendor to provide a transit study service to identify ways to improve transit service delivery. The updated study will research and review a range of options to improve transit collaboration and coordination, enhance the rider experience, and achieve cost savings. It will provide public agency staff and elected officials with information documenting the relationship between population growth, ridership demand, service needs, and funding. The project covers identifying opportunities and making recommendations to enhance transit service, especially regional transit, to reduce traffic and parking congestion while providing lifeline access to essential services. The selected vendor must prepare and monitor a project delivery schedule, submit invoices and progress reports, and provide internal quality control of data and deliverables. The scope also requires scheduling, coordinating, and facilitating meetings with the Project Study Team on an as-needed basis to identify critical process questions. Bidders must perform all work offsite and must be located onshore within the United States. The agency is looking for proposals to determine the budget, and the resulting contract period will last for one year. Interested parties must submit all questions no later than June 17, 2026.
