Kenya - Climate Investment Readiness and Investment Clustering Framework Development Services

The government authority in Kenya is seeking climate investment readiness and investment clustering framework development services to accelerate private sector investments in county-level climate projects. The agency needs to address policy, regulatory, institutional, and market barriers that currently affect climate investments in priority sectors such as water, transport, the built environment, forestry, and nature-based solutions. This initiative aims to identify investment opportunities, resolve institutional gaps, and overcome constraints to private sector participation across Kenyan counties. The scope of work requires the development of county climate investment readiness assessments and the design of investment aggregation and clustering frameworks to consolidate county-level climate projects into scalable, investment-ready portfolios. The selected partner must identify and structure scalable financing and de-risking mechanisms to enhance private sector participation. Additionally, the project covers climate finance structuring, technical assistance to counties, policy brief development, and stakeholder engagement and policy dialogue. Bidders must deliver a detailed methodology, a workplan, a stakeholder engagement plan, and an implementation schedule alongside the assessment of barriers affecting private sector climate investments. Eligibility is restricted to onshore organizations located in Kenya. The performance of the contract will take place offsite, and the agency is looking for proposals to determine the budget.
