Program Management and Advisory Services

The Regional Transportation Authority in Oklahoma is seeking program management and advisory services to deliver a complex, multi-phase regional transit program. The agency needs a program integrator to establish the program structure, sequencing, and coordination required for this initiative. This role involves providing the framework, alignment, and oversight necessary to coordinate planning, funding, technical, and implementation activities across the entire program. The scope of work covers developing integrated, cross-program work plans and aligning funding strategies with technical and project planning efforts. The selected partner must advance project development activities to meet federal, state, and local requirements. Additionally, the agency requires the establishment of organizational readiness processes, tools, and structures to support implementation, including the ability to initiate priority procurements, mobilize early implementation activities, and support a timely launch of program elements. Eligible organizations must be located onshore within the United States. The agency requires the performance of all work to be conducted offsite. The agency has not disclosed a specific budget and is looking for cost proposals from interested parties. A pre-proposal conference is scheduled for June 18, 2026.
