Transportation System Plan Update Services

The Washington County government authority located in Hillsboro, Oregon is seeking a consultant to provide transportation system plan update services. The selected partner will manage day-to-day project coordination, lead technical analysis, and support community engagement efforts over a two-year contract period. The agency needs to solve the problem of outdated planning frameworks by updating its transportation system plan to align with current state, regional, and local regulations. The scope of work covers project management, the development of a community engagement plan, and a policy framework review summarized in a technical memorandum. The consultant will conduct a system inventory and existing conditions analysis, as well as assess future transportation system conditions using population forecasts, employment forecasts, and travel demand modeling coordinated with Metro. Additionally, the project requires the identification and evaluation of transportation solutions, subregional engagement, countywide synthesis and adoption support, and the preparation of strategic capacity authorization reports. Eligible bidders must be United States organizations, and the agency will permit the performance of the work to occur offsite.
