This study must identify and evaluate potential alignments to improve regional connectivity and reduce congestion on the State Route 224 corridor. The selected vendor will analyze impacts on existing and future neighborhoods, the 2034 Olympic Games, and State Route 224 access management, while also providing a connection to a proposed cemetery in the area. The scope of work requires the delivery of a traffic operations analysis memorandum, preliminary traffic control recommendations, and an intersection and corridor performance analysis. The agency also requires a comparative evaluation of alignment alternatives to support stakeholder review and decision-making. Alternatives must be screened based on transportation benefits, congestion relief, connectivity, environmental considerations, constructability, right-of-way impacts, and estimated planning-level costs.
